Ok so first thing you need to have a go at is to see if you can find some of those records that Jimmy has highlighted.
You need the Free site called
http://www.freebmd.org.uk/cgi/search.pland the trick is to learn how much/how little information to put in to find the information you are looking for so -- starting with
my father george charles wensley born 1924 dulverton died 2005
my mother elsie margaret ridd (before married ) born 1931 or 1932 devon i beleave challacome ? died 27,05,1989On BMD if you haven't got a page that says search find where it says New Query
The you need to fill in some info -- start by trying to find your mother and father's marriage --(we always try to work backwards in family history) --
CLick marriages in TYPE -- enter one of their surnames and first name ( best not to put middle names in as they are sometimes recorded as initials --
I suggest you don't put in the other one just yet as it might over load the search system and give no results -- presuming you know roughly when the marriage was enter dates before and after (amount of leeway depends on how accurate your information is)- 2-3 years is a good starter--
if you know the county you could enter that.
If you know how to copy and paste you could show the results you get or any likely ones.

Great and that matches up with what Jimmy found -- the info Barnstaple 7a 611 is what you would need if you were going to send for the certificate.
If the marriage took place in a church you can look it up at the local record office -- it helps if you can identify the church -- I know that in Staffordshire there is a local index but I am not sure about Devon -- someone else may be able to help there .
The certificate / church record would tell you more information about Elsie and George eg their age, marriage status eg batchelor/spinster/widowed, their occupation, their address, their father's names, and their occupations and their witnesses -- all of these bits of information can help with the backward search in different ways.
Do you already have the certificate? -- will you be able to get to your local record office - is it Barnstaple? -- if you want to send for the certificate they cost approx £10 each -- some of the others will be better at talking you through that -- I suggest you start a thread in beginners called -- help needed sending for certificates and then give the info you have found and someone will be able to guide you through it if you need help.
Now you have the marriage -- try using the same site to get mother's and father's births
